First Officer Engage
Available SCORM e-learningActive-shooter response training for the first officer on scene. The program treats arrival as the decisive moment and provides the stress inoculation tools required to act.
Baseline Awareness LLC
Understanding the baseline is what makes the thing that doesn't belong stand out — situational awareness rests on it entirely. We build the training and the technology that raise it.
Practice
Programs built to save lives by preventing violence and enhancing response. Available as SCORM-compliant e-learning that drops into the LMS you already run.
Active-shooter response training for the first officer on scene. The program treats arrival as the decisive moment and provides the stress inoculation tools required to act.
Threat assessment teams typically fail to gain access to the information most relevant to determining dangerousness. The information on the student's phone. This program covers how to bring that material into a BTA process lawfully — under consent or court order — and how to read it against established assessment models.
The boundaries are the curriculum, not a footnote to it: what may be examined, under what authority, and where the process stops.
A civilian response protocol built as a sequence: assess, then respond, then communicate. Three steps in order rather than a set of actions to recall under pressure.
ARC provides age-appropriate solutions for pre-K through 12, and emphasizes situational awareness and repetition over high-stress scenarios.
Practice
Purpose-built tools to enhance readiness and improve response. Practical scope, honest data handling, no surveillance by default.
Situational Awareness Map. Upload an aerial photo and a floor plan, drag them into alignment, and drop in labeled points — entrances, staging areas, command posts, hazards, rally points. Export a single PDF a responder can read on a hood.
A Smart Grid overlay gives every location a shared reference, so the map and the radio traffic agree.
The Origin of SAMAP
On October 19, 2000, I was on the Governor's Detail working with the US Secret Service Advance Team, ahead of a visit from President Bill Clinton and Vice President Al Gore. POTUS and VPOTUS were coming to attend the funeral of Missouri Governor Mel Carnahan, who had died days earlier along with his son Randy and aide Chris Sifford in a plane crash.
During that advance, I was introduced to the concept of applying a grid reference to an image — a way of breaking a physical space down into referenceable coordinates so that anyone communicating about that space could point to the exact same location without ambiguity.
Keep reading →A browser-based platform for building, delivering and reporting tabletop exercises. The builder follows the Homeland Security Exercise and Evaluation Program (HSEEP) framework.
In delivery, the facilitator runs a presenter view and screen-shares it through whatever meeting tool they choose. The platform captures decisions and discussion as the exercise runs and builds the after action report.
Loaded with a robust scenario library, including behavioral threat assessment scenarios, rather than an empty builder.
Record
Published work in the trade and academic press on response behavior, situational awareness, and what schools should actually train their staff to do.
About
Baseline Awareness is a public-safety research and development firm. We build the training and the tools, and we use them ourselves before we sell them.
The firm was founded by Brad Spicer, who helped pioneer cloud-based emergency planning, active-shooter response training, and tactical site mapping. The company he bootstrapped was acquired by private equity and became one of the largest school safety providers in the country.
Baseline Awareness is helping solve the next set of problems.
Based in Tampa, Florida. Working nationally.
